Caribbean Netherlands ID-card personalized on Datacard CD800 CLM printers

On October 10th 2010 the islands of Bonaire, St. Eustatius and Saba (also called the BES-islands) formed the new Caribbean Netherlands and thus became a special province of the Netherlands. The establishment of this new entity demanded the introduction of a new credit card size Identity-card. This document (the sédula) is required for residents and can be used for travelling in the Caribbean Netherlands and to the three other Caribbean nations.

The sédula

As a long term supplier of ID solutions in the former Dutch Antilles, we were asked by the agency BPR – a department in the Dutch Ministry of Domestic Affairs and Royal Relations – to provide a solution for the issuance of these documents.

Sédula’s are issued by the department of Civil Affairs on the three islands and need to be issued on-site. The personal data from applicants are saved in the central base administration. Because of the official nature of these documents, both a controlled issuing process and a secure document are of paramount importance.

In order to be able to meet these demands, a complete ID infrastructure was delivered to the BES islands, consisting of the design and production of the new sédula identity card, the development of a card management application and the commissioning of Datacard plastic card printers.

 

The extremely reliable CD800 CLM printer

Applicants for a sédula currently apply at an issuing office operated by the department for Civil Affairs from where their personal data can be retrieved from the Central Basic Administration via the card management application. The clerk on duty can check the application for accuracy in a step-by-step process and enrich the personal data with a digital photo and signature that are captured on-site. Once the application is approved (and paid for), a sédula is printed, using the extremely reliable Datacard CD800 CLM printer and all transactions related to the application are recorded for later audit.

The lay-out of the sédula reflects the identity of the BES-islands (each island has its own variant) and the card includes a variety of graphic and optical security features conforming to the most recent guidelines and standards in the area of document security. Is the project a success? The 25,000 documents that have been issued to date is a strong endorsement to that!
